About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Education and Labor Cabinet, is issuing a Request for Bid (RFB) for comprehensive laundry and linen services at the Carl D. Perkins Vocational Training Center located in Thelma, Kentucky. The solicitation requires vendors to provide weekly pickup and delivery services for fourteen line items including linens (twin flat sheets, bath blankets, thermal blankets, bath towels, hand towels, counter kitchen towels, washcloths, fitted sheets, and pillowcases), specialized towels (non-ink shop towels), equipment (laundry carts and bag stands), and consumable supplies (laundry bags and biohazard bags) with specified weekly and annual quantities. Vendors must supply bags for dirty and contaminated linens, maintain proper counting and documentation procedures, and utilize approved manufacturers or equal substitutes as identified in the solicitation. The evaluation will be based on a best value approach using measurable criteria weighted at 90 points for price and 10 points for experience, with the lowest-priced compliant bid receiving maximum points. All bidders must be submitted electronically through the Commonwealth's eProcurement system by May 29, 2025, at 1:30 p.m. ET, with written questions due by May 22, 2025, at 10:00 a.m. ET. Vendors must bid all line items and provide quotations FOB Destination Freight Prepaid and Allowed, with pricing remaining valid for a minimum of 60 calendar days after the bid due date.

The Commonwealth may extend reciprocal preference to Kentucky resident bidders against non-resident bidders from states offering similar preferences. This is a re-solicitation of a previously closed RFB that was not awarded, and the resulting contract shall commence June 19, 2025, for an initial one-year period with four optional one-year renewal periods available with written approval from all parties. Price increases are prohibited during the first 12 months of the contract; thereafter, increases may be requested based on industry-wide price changes with written justification. Vendors must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance of $1,000,000 per occurrence for delivery services. No specific budget range is identified in the solicitation documents; however, the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. Inquiries regarding the solicitation should be directed to Angie Johnson at 502-564-6194.
