About this opportunity
Palm Beach County Board of County Commissioners, through its Purchasing Department, issued Invitation for Bid (IFB #17-063/KM) on June 22, 2017, for the purchase and delivery of biological larvicide and insect growth regulator (IGR) products under a term contract. The procurement encompasses five specific items organized into two lots: Lot 1 includes three biological larvicide products—Valent VectoBac 12AS Aqueous Suspension (100 gallons), VectoBac G Granules (1,000 pounds), and VectoBac GS Granules (100 pounds)—while Lot 2 includes two insect growth regulator products—Central Life Science ALTOSID XR-Briquets (500 units) and ALTOSID XR-G Granular (200 pounds). All products must comply with Florida Statutes Chapter 442 and be accompanied by Safety Data Sheets. Bidders must submit sealed bids by July 20, 2017, at 4:00 p.m. to the Palm Beach County Purchasing Department with firm, fixed unit pricing that remains valid for ninety days from submission. Award will be made on a lot-by-lot basis to the lowest responsive, responsible bidder, and all products must be new merchandise, free from defect, and delivered F.O.B. destination. Required certifications include business location documentation, drug-free workplace certification, and non-discrimination policy documentation.
The solicitation includes a minimum 15% Small Business Enterprise (SBE) participation goal, with responsive bidders meeting this goal eligible for consideration and required to submit SBE documentation including Schedules 1 and 2 with their bids and Schedules 3 and 4 upon contract award. Palm Beach County local businesses qualify for a 5% bid reduction under local preference provisions. The resulting contract shall be issued for an initial term of twelve months or until the estimated amount is expended, at the County's discretion, with an option to renew for four additional twelve-month periods upon mutual written agreement and subject to Board appropriation of funds. The total anticipated contract value is $100,000 for the initial 12-month term. The County is exempt from Federal and State taxes, and bidders are responsible for any sales tax paid to suppliers without reimbursement. Payment will be made upon County satisfaction and acceptance of delivered items.
