About this opportunity

Idaho State Police is soliciting quotes under RFQ 5760 for landscaping, lawn care, and snow and ice removal at its District 1 Office in Coeur d'Alene, Idaho, with quotes due November 9, 2026. Award goes to the responsive and responsible bidder with the lowest fully burdened total cost on Submittal Form B.

Bidders must hold a Professional Pesticide Applicator license from the Idaho State Department of Agriculture and maintain it throughout the term. Every contractor employee must pass a background investigation and receive written ISP approval before starting work, and new or replacement personnel's background information must be submitted at least five business days before they begin. Submissions include Submittal Form A (background, declarations, and certifications), Submittal Form B, and Attachment 1 listing at least three references from similar projects within the last five years. Required insurance includes commercial general liability and umbrella coverage of $1,000,000 per occurrence, auto liability and umbrella coverage of $1,000,000 per accident (a waiver is available if no vehicles will be used), and workers' compensation and employer's liability of $1,000,000. The State of Idaho must be named as additional insured, and insurers must be rated A-VII or better.

Scope covers weekly routine landscape maintenance (estimated at 26 services per year), a one-time spring sprinkler startup, a one-time fall sprinkler blowout, and snow and ice removal (estimated at 20 events per year, weather-dependent and used for bid evaluation only). ISP guarantees no minimum quantities and pays only for services requested and satisfactorily performed. The contractor must furnish all labor, equipment, materials, tools, supervision, and transportation.

The contract runs one year with three optional one-year renewals by mutual agreement. Services begin on contract execution or as the Agency coordinates. Invoicing is monthly with detailed service records, and final invoices are due within thirty calendar days after expiration. Unit prices must be firm for ninety days after the closing date.

An optional facility walkthrough is available October 27 through November 6, 2026, on weekdays from 8 a.m. to 5 p.m., with a maximum of two representatives per bidder. Interested parties must RSVP by 3:30 p.m. MST the day before their requested date. Late submissions are not accepted. Questions go to Olivia French, Contracts Officer, at 208-884-7033 or Olivia.French@isp.idaho.gov.
