About this opportunity
The San Joaquin Council of Governments (SJCOG) is issuing a Request for Qualification (RFQ #2025-RFQ-009) for comprehensive landscaping services at its downtown Stockton property located at the corner of East Weber Avenue and North American Street in San Joaquin County. The procurement seeks a qualified landscaping contractor to provide full-scale maintenance services for a 19,500 square foot paved parking area and surrounding landscape features, including four corner planting areas, two planted islands, and perimeter shrubs. The contractor's responsibilities will encompass tree and shrub care, weeding, trimming, fertilization using organic products, herbicide minimization, irrigation system maintenance for the automated irrigation infrastructure, and parking lot cleaning and debris removal. The contract will commence July 1, 2025, with an initial three-year term and the option for SJCOG to renew for up to three additional years contingent upon satisfactory performance and funding availability. Evaluation criteria are weighted as follows: direct experience with similar projects (50 points), qualifications and specific experience (30 points), and client satisfaction (20 points). Contractors must demonstrate the ability to perform services outside normal office hours, specifically on Mondays or Fridays when SJCOG staff work remotely. Proposals are due by May 15, 2025, at 4:00 pm, with contract award anticipated on June 26, 2025. Selected contractors must provide comprehensive general liability insurance of at least $1,000,000, automobile liability insurance, and professional liability insurance.
The procurement documentation includes multiple Disadvantaged Business Enterprise (DBE) forms, including DBE Commitment exhibits, Good Faith Efforts requirements, and Final Reporting templates, though the Notice to Proposers indicates a DBE goal of 0.00% for this contract. While no specific incumbent vendor or current contractor is identified in the available materials, the contractor will need to integrate with SJCOG's existing automated irrigation system currently serving all planting areas on the property. The contract award value or budget range has not been specified in the procurement documents provided. Interested contractors should note that responses must be submitted to SJCOG by the May 15, 2025, deadline, and all work must comply with the insurance and performance standards outlined in the RFQ materials. The procurement documents include standard Caltrans Local Assistance Procedures Manual exhibits for DBE compliance and contractor reporting requirements.
