About this opportunity

Houston City College's Procurement Operations Department is requesting proposals for landscaping, grounds, and irrigation maintenance services across six service areas spanning 19 campuses and approximately 6.5 million square feet, with proposals due October 20, 2026, at 2:00 p.m. CDT via Bonfire.

The scope includes turf and groundcover maintenance, mowing and edging, debris removal, tree and shrub pruning, chemical applications for weed and pest control, monthly irrigation system inspections by licensed irrigators, and plant material replacement. Awardees must hold state licensure for pesticide application and irrigation system operation. The College reserves the right to award separate contracts to multiple contractors and to add, delete, or modify the scope during contract performance with negotiated fee adjustments.

The estimated annual contract spend is $1,000,000 with no guaranteed minimum volumes. The contract term is two years with options to renew for three additional one-year terms and month-to-month extensions not exceeding three months.

Contractors must carry comprehensive general liability insurance of $1,000,000 bodily injury and property damage, automobile liability of $1,000,000, and workers compensation insurance of $1,000,000, with Houston City College named as additionally insured. All proposals must include a completed Conflict of Interest Questionnaire (Form CIQ). Site visits for field verification are highly encouraged. Within 45 days of contract execution, the awardee must conduct a thorough pre-existing condition inspection and establish a Final Deficiency List within 60 days; deficiencies not included become the contractor's responsibility at no cost to the College.

A non-mandatory pre-proposal conference is scheduled for September 29, 2026, at 10:00 a.m. CDT via Microsoft Teams. Written questions are due October 6, 2026, by 5:00 p.m. CDT, with responses provided by October 13, 2026. Anticipated board approval is December 2026. Pricing must be submitted through Bonfire in the specified format with all line items and fee schedules.
