About this opportunity

Prince William Water is requesting sealed bids for landscape maintenance services across Prince William County, Virginia under IFB SA 2703, with bids due September 24, 2026 at 10:00 a.m. EST. A mandatory pre-bid conference is scheduled for September 8, 2026 at 10:30 a.m. EST, and questions are due September 14, 2026 at noon EST. SWaM (Small, Women or Minority-owned and Service-disabled Veteran-owned Business) subcontracting goals apply, and bidders are encouraged to demonstrate utilization plans for certified SWaM businesses.

The scope comprises two parts. Part One covers mowing and miscellaneous lawn maintenance at six designated sites — Spittle Administration Building, H.L. Mooney Water Reclamation Facility, Wellington Western Operations Center, Neabsco Eastern Operations Center, English Gardens Operations Center, and county-wide water storage tanks and lift stations — including general mowing (2–3 inches height), trimming, edging, lawn fertilization with crabgrass and weed control, mulching, shrub and tree pruning, property cleanup, and irrigation system maintenance. Part Two provides on-call grounds and landscaping services on an emergency or non-emergency basis throughout the county. Services operate seasonally from April 1 through November 30 annually.

Bidders must hold proof of Virginia business authority through the State Corporation Commission and all required licenses and certifications. Bidders must carry workers' compensation, general liability, and automobile liability insurance with specified minimum limits, naming Prince William Water as an additional insured. Five recent references demonstrating similar work within the past five years are required.

The initial contract term is one year from award with options to renew for four additional one-year periods upon mutual written consent and successful performance, with renewal pricing not to exceed the original price plus the Consumer Price Index percentage for the Washington-Arlington-Alexandria metropolitan area. Emergency work must be responded to within three hours with work commencing within 24 hours; routine on-call services require 24-hour response with five-working-day completion. Bidders must submit cost proposals for on-call work within seven working days of site inspection. All bids bind for 120 calendar days following opening. Prince William Water reserves the right to award on a single or multiple basis at its sole discretion.
