About this opportunity
The City of Burleson, Texas is requesting proposals for comprehensive landscape maintenance services across designated city properties including landscape beds, downtown areas, Old Town, Mayor Vera Calvin Plaza, medians, and other landscaped areas under RFP 2026-026, with proposals due September 17, 2026 at 2:00 p.m. CDT.
The scope is organized into two service tiers: Tier 1 covers premier and high-traffic landscape areas requiring weekly inspections and approximately 52 service cycles annually; Tier 2 covers high-traffic areas with bi-weekly inspections and approximately 26 service cycles annually. Proposers may bid on one, some, or all tiers. Services must include weed removal, mulch maintenance, shrub pruning, chemical application (subject to prior City approval), and weekly reporting. The contractor is responsible for background checks on all employees before assignment and must correct identified deficiencies within 48 hours; non-compliance triggers liquidated damages of $100 per property per required re-inspection. All labor, supervision, equipment, transportation, fuel, materials, overhead, reporting, and cleanup costs must be included in pricing.
The contract term is three years commencing upon execution through September 30, 2029, with the City's option to extend for up to two additional one-year terms through September 30, 2031. All City obligations are subject to annual appropriation; the contract is terminable without penalty if funds are not appropriated. Annual escalation is permitted not to exceed four percent per year, with requests due 90 days before fiscal year end.
Evaluation allocates 20 of 100 base points to pricing, 30 points to demonstrated experience and qualifications, 25 points to the proposed operational plan, and 25 points to availability of qualified staff and equipment. Up to 15 additional interview points may be awarded. Projected interviews are September 22, 2026, with City Council recommendation on October 19. Proposers must submit a bid bond equal to five percent of the total bid price and, if awarded, a performance bond equal to 100 percent of the estimated annual contract amount within 10 business days of notice to award. Questions are due September 11, 2026. A non-mandatory virtual pre-proposal conference is scheduled for September 9, 2026 at 10:00 a.m. CDT.
