About this opportunity
The City of Gainesville, Florida is issuing an Invitation to Bid (GCRA-260029-AF) for landscape maintenance services at ten designated parcels within the Gainesville Community Redevelopment Area. The procurement encompasses two tiers of services: basic maintenance at six vacant lots, including litter removal and mowing, and comprehensive horticultural care at four enhanced landscaping sites (Eastside Gateway, Porters Gateway, Cornerstone Phase I and II, and Heartwood Community) requiring irrigation management, tree and shrub trimming, fertilization, and pest control. Qualified respondents must demonstrate a minimum of three years of landscape maintenance experience, possess required insurance coverage (workers' compensation, professional liability, $1,000,000 public liability per occurrence, and $500,000 automobile liability per occurrence), maintain knowledge of local plant requirements and Alachua County fertilizer regulations, hire and manage trained staff in neat professional attire, and provide references and compliance documentation. Personnel must be trained to interact with the public in a friendly, professional, and informative manner and demonstrate expertise in executing detailed maintenance specifications. The contract term is one year with three optional one-year renewals subject to mutual agreement. The non-mandatory pre-proposal meeting is scheduled for April 2, 2026, at 9:00 a.m. via Zoom, with a question submission deadline of April 9, 2026, at 12:00 p.m., and proposals must be submitted through the City's eProcurement Portal by April 17, 2026, at 3:00 p.m. Evaluation criteria include technical competence, quality control standards, insurance compliance, and adherence to living wage requirements per City Ordinance 020663.
The City offers a local preference advantage of up to five percent of evaluation points for vendors with valid City business tax receipts issued at least six months prior to the bid date and a physical business address within City limits. Drug-free workplace certification provides preference in tie-bid situations. Respondents must comply with E-Verify requirements for all new employees, submit anti-human trafficking affidavits, and meet anti-discrimination provisions and public records obligations under Florida law. Living wage requirements apply with rates adjusted annually on October 1, and the City adheres to Florida's Local Government Prompt Payment Act with payments due at net forty-five days from receipt of a correct invoice. The procurement documents reference incorporated solicitation materials, addendums, and the contractor's proposal, with the contract governed by Florida law and venue in Alachua County. No specific incumbent vendors or budget range is identified in the available documentation; pricing is to be submitted on the provided bid form and is non-negotiable.
