About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Maintenance, is issuing a Request for Bid (RFB) for comprehensive landscape maintenance services at two Carter County Rest Areas located on Interstate 64 in District Nine. The procurement encompasses grounds maintenance across 7.3 acres of combined facilities (the Carter County Welcome Center on I-64 Westbound at mile point 173.587 and the Carter County Rest Area on I-64 Eastbound at mile point 174.001), including mowing and trimming of turf grass across 182.5 acres annually over 25 mowing cycles, mulching of landscape beds and trees totaling 1,700 square feet, pre-emergent and post-emergent herbicide applications, insect control, shrub and tree pruning and removal, fertilization of landscape plantings and turfgrass, leaf removal, bi-weekly landscape bed weeding, and general seeding and planting services requiring 24 man-hours. The contractor must provide a minimum of one complete crew consisting of two laborers/equipment operators and a vehicle, with work commencing within six calendar days of receiving a Delivery Order, and must employ pesticide applicators certified and licensed by the Kentucky Department of Agriculture as commercial applicators in Category 3 (Turf and Ornamental). The evaluation method utilizes a "best value" approach allocating 97 points to price (with the lowest bidder receiving maximum points) and 3 points to response time commitment. The contract period begins no earlier than March 29, 2025, and expires March 31, 2026, with four optional one-year renewal periods available. Written questions are due by May 21, 2025, at 3:00 p.m. Eastern Time, with the Commonwealth's response due by May 22, 2025, and bids must be submitted electronically through the Kentucky Vendor Self Service system by May 29, 2025, at 1:30 p.m. Eastern Time, with a tentative award date of June 6, 2025.
Kentucky resident bidders receive preference points worth 15 to 20 percent, and qualified bidder preferences apply to Kentucky Industries for the Blind, nonprofits furthering KRS Chapter 163 purposes, and qualified nonprofit agencies serving individuals with severe disabilities. The contractor must maintain Contractor's General Liability Insurance with limits of $1,000,000 per occurrence and Kentucky worker's compensation insurance, with certificates due within ten days of notice of award. Liquidated damages of $250 per calendar day apply for failure to respond within the guaranteed response time, and $250 per occurrence penalties apply for non-conforming work performance. Pricing shall be submitted on a unit cost basis for each line item with all prices firm for the initial 12-month contract period; price increases are not permitted during the first year but may be requested thereafter with documented justification of industry-wide price changes. The contractor must comply with the KPDES Pesticide General Permit (KYG99) and the Pesticide Discharge Management Plan (PDMP) for pesticide applications, and must use specified herbicide and insecticide products or approved equal alternatives, including Gallery 75DF, Pendulum AquaCap, Roundup Pro, Dimension, and Mavrik Aquaflow. This is a rebid of RFB 2500000623, indicating a prior unsuccessful procurement attempt.
