About this opportunity

The City of Leander, Texas is soliciting Statements of Qualifications under RFQ CIPS27-008 to establish a pre-qualified pool of landscape architect design and analysis professionals, with responses due December 1, 2026 at 2:00 PM Central Time through the City's Bonfire portal. No set-aside or preference program applies. The pool operates for a three-year Professional Services Agreement period on an as-needed basis, and selected firms receive individual task orders. Pool membership does not guarantee a task order, and pre-qualified respondents may be selected without an RFP based on submitted qualifications.

Scope covers landscape architect design and analysis services for municipal projects. Each respondent must include at least one registered professional engineer or architect as Project Manager with a minimum of five years of experience in the specified services. Required submissions include a Statement of Qualifications not exceeding 35 pages, proof of professional licensure, evidence of similar projects completed in Central Texas within the past five years, resumes for key personnel, documentation of available resources and time allocation, and project methodology. Respondents must also submit a completed Conflict of Interest Questionnaire and a Professional Services Agreement Certification Form. The solicitation includes statutory verifications on boycotts of Israel and energy companies, discrimination against firearm entities, and compliance with Texas Local Government Code Chapter 176 and Chapter 2252 disclosure requirements.

The City's staff committee scores responses on a 100-point scale: Relevant Qualifications and Experience (30 points), Proposed Staff (20 points), Available Resources and Location (20 points), Methodology and Approach (20 points), and Added Value (10 points). Respondents may be asked to make oral presentations to clarify qualifications. No pricing is requested in this phase, and pricing is negotiated during Phase Two for individual task orders. Anticipated agreement award is April 2027, with services beginning upon City Council approval and full execution of agreement documents.
