About this opportunity
The City of Laredo is requesting Statements of Qualifications from landscape architect consultant firms for on-call, rotation-basis services covering outdoor areas, existing facilities, parks, plazas, streets and boulevards, and proposed construction projects, with SOQs due August 20, 2026.
The scope includes preparing design plans, specifications, reports, and estimates. The City will issue individual Professional Service Agreements per project as funding becomes available, rather than committing to a single large contract. The initial term runs two years from October 1, 2026 through September 30, 2028, with one optional two-year renewal extending the total potential term through September 30, 2030.
This is a rotation-based, multi-firm procurement: the City intends to qualify multiple firms and engage them on a rotating basis for individual projects, providing flexibility in matching firm capabilities to project-specific needs. The RFQ does not specify an estimated total value, pricing methodology, set-aside or preference programs, or firm capacity or team-composition requirements beyond the baseline professional landscape architect qualifications and experience. Firms should anticipate short turnarounds between SOQ submission and award, given the four-day cycle from posting (August 16) to due date (August 20).
