About this opportunity

Mt. San Antonio College is seeking qualified consultants to provide Landscape and Irrigation Design Services through an on-call professional services contract from July 2025 through July 2026, with potential extensions for up to four additional one-year periods. The procurement is a Request for Qualifications (RFQUAL) for comprehensive landscape and design services, including landscape design and planning, irrigation system design, hardscape design, site enhancements, cost estimation, feasibility analysis, and construction support. Proposals must be submitted electronically via OpenGov by June 3, 2025, with a mandatory pre-proposal meeting scheduled for April 21, 2025. The evaluation process will be a three-stage approach, with proposals scored equally across criteria including completeness, proposer experience, references, staffing, organization, proposed fees, and professional licenses. Each evaluation criterion is weighted at 10 points (16.7% of total), and the college anticipates making a recommendation for award by July 30, 2025, with the contract starting September 1, 2025. On-call consultant services are typically for projects estimated at less than $220,000 per project.

The procurement does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are directly identified in the documentation. The contract allows the college to award one or more contracts and potentially apportion requirements among multiple consultants if deemed in the district's best interest. Consultants must provide a detailed fee schedule with hourly rates for various professional roles and complete additional documentation including a non-collusion declaration, drug-free workplace certification, and Iran Contracting Act certification. The contract includes provisions for a Community Workforce Agreement with the Los Angeles/Orange Counties Building and Construction Trades Council, though this is optional and will be determined on a project-by-project basis. The Master Service Agreement specifies minimum insurance requirements, including workers' compensation, commercial general liability, automobile liability, and professional liability, with coverage amounts ranging from $1,000,000 to $4,000,000 depending on the type of insurance. No minimum amount of work is guaranteed, and contract awards are contingent upon funding.
