About this opportunity
The Pennsylvania Department of General Services Capital Programs is requesting bids on plumbing construction for the Landis Valley Museum Infrastructure & HVAC Upgrade project, with bids due July 30, 2026 at 2:00 p.m. This is a small-business reserve construction contract; bidders must be DGS-certified small businesses to qualify.
The scope is plumbing construction only. The estimated contract value is $200,000 to $300,000. Liquidated damages are assessed at $500 per day. No bid guaranty is required.
The Pennsylvania Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) participation goals; however, because the contract value falls below the $600,000 threshold, neither SDB nor VBE goals have been set, and no points are allocated toward SDB or small-business participation in evaluation. Bidders must agree to meet applicable SDB and VBE participation goals in full or demonstrate good-faith efforts to meet the goals.
This is a rebid, standard low-bid project. All proposers must register with e-Builder, obtain an active vendor number, and access plans and specifications through the designated platform. Place of performance is Landis Valley Museum in Lancaster County, Pennsylvania.
