About this opportunity

James City County, Virginia is soliciting bids for Landing Circle Stream Restoration, a stream stabilization project addressing severe degradation in unnamed tributaries to Taskinas Creek, with proposals due October 21, 2026.

The scope includes installation of Priority 2 and 3 restoration techniques using natural channel design principles informed by hydrologic, hydraulic, and geomorphic assessments. Work encompasses in-channel structures (small wood debris installations for passive sediment collection and grade control), enhanced reinforcement substrate for energy dissipation and sediment retention, reconnection of historic flood-prone areas, and reduction of channel entrenchment to improve width-to-depth ratios. All disturbed areas will be planted with native vegetation for long-term stabilization and habitat. The project aims to restore floodplain connectivity, improve water quality in Taskinas Creek and the Chesapeake Bay in support of James City County's MS4 permit requirements, reduce nutrient and sediment contribution to downstream waters, and enhance aquatic habitat for benthic macroinvertebrates and multiple aquatic species.

The source does not identify an estimated contract value, contract term, incumbent contractor, evaluation criteria, pre-bid meeting or site-visit date, or question submission deadline. A project summary PDF (845281streamJcc.pdf) is attached but does not provide pricing, set-aside eligibility, contract duration, funding sources, or budgetary details.

Opportunity text

The proposed work is for Landing Circle Stream Restoration. Severe stream degradation within the proposed project area has been identified in the field. This project will help improve water quality in Taskinas Creek, and ultimately Chesapeake Bay in support of James City Countys MS4 requirements. The Goal of the Landing Circle Stream Restoration Project is to stabilize the unnamed tributaries to Taskinas Creek. The tributaries will receive a priority 2 & 3 restoration technique that will reconnect to historic flood prone areas and stable entrenchments, as well as increase the width/depth ratio. Small wood debris structures aim to passively collect sediment and debris to raise slightly incised channels to connect to the historic floodplain. To the greatest extent practicable, the design channel geometries, patterns, and profiles have utilized natural channel design principles (NCD) in order to promote long term project success. Hydrologic and hydraulic modeling were used in conjunction with geomorphic assessments for design of headwater channels typical of the region. Installation of in-channel structures and enhanced reinforcement substrate will provide grade control, increase vertical dissipation of energy, and aid in retention of sediment to naturally restore flood prone or floodplain connectivity. In addition to bed stability, in-channel structures and enhanced reinforcement substrate function as habitat for colonization and reproduction of benthic macroinvertebrates and provide aquatic life use for many species. All disturbed areas will be planted with suitable native vegetation to provide long term stabilization, water quality, benefits and habitat. In addition, by restoring this stream channel, nutrients and sediment contributed by active erosion will be reduced to downstream receiving waters.
