About this opportunity
The State of California Military Department, Office of the Adjutant General, is issuing an Invitation for Bid (IFB) for comprehensive landfill gas, groundwater monitoring, and sampling services at Camp Roberts located at Highway 101, Camp Roberts, California, for the twelve-month period beginning April 1, 2026, and ending March 31, 2027. The contractor must furnish all labor, equipment, materials, permits, and fees necessary to perform environmental monitoring and compliance services including monthly site inspections, drainage system inspections, rainfall data collection, annual leachate sampling and analysis, quarterly landfill gas monitoring from nine soil vapor wells, semi-annual groundwater elevation monitoring and sampling from ten wells, annual stormwater and sediment basin sampling, statistical data analysis, airspace surveys, and submission of all required reports to the Central Coast Regional Water Quality Control Board (CCRWQCB) and California Department of Resources Recycling and Recovery (CalRecycle). Key deadlines include a mandatory pre-bid job walk on January 21, 2026, at 9:00 AM (RSVP required by January 15, 2026, at 12:00 PM Pacific Time), a questions and answers deadline of January 29, 2026, at 1:00 PM, and a sealed bid submission deadline of February 5, 2026, at 1:00 PM at the Military Department's Purchasing and Contracting Branch in Rancho Cordova, California. Required qualifications include contractor self-performance of at least twenty percent of total work, comprehensive general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of not less than $1,000,000 per occurrence, statutory workers' compensation with employers' liability limits of $1,000,000, prevailing wage law compliance, drug-free workplace certification, California REAL ID requirements for site access, and submission of a certified list of laboratories and subcontractors. Evaluation will be based on award to the lowest responsive bid from a qualified, responsible bidder, with bids submitted as single lump sum quotations inclusive of all contractor costs; any deviation from specifications will result in bid rejection.
Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) contractors are eligible for bid preferences, with certified small businesses receiving a five percent preference when a non-small business submits the lowest bid, and DVBE certified contractors receiving an additional five percent preference (up to ten percent combined if certified as both SB and DVBE). Non-small business vendors claiming small business preference must commit to subcontracting at least twenty-five percent of the net bid price to certified small businesses and must submit a detailed list of proposed subcontractors with qualifications and work descriptions. The Military Department has waived DVBE minimum participation requirements but encourages DVBE subcontractor participation. Failure to attend the mandatory job walk or provide the updated proposal form with required contractor certification, firm status documentation, federal identification number, California corporate identification number, and appropriate licensing will result in a non-responsive bid determination. No incumbent vendors or current contractors are identified in the available documentation, and no specific budget range or award value is listed in the IFB materials; however, contract award is contingent upon the availability of State Budget appropriations for each fiscal year.
