About this opportunity
The Town of Manchester, Connecticut is requesting bids for processed construction and demolition (C&D) waste for disposal at the Manchester Sanitary Landfill, with bids due June 30, 2026 at 11:00 a.m. under ITB #25/26-80. The Town intends to award contracts to multiple contractors and will negotiate total allocated tonnages with each selected contractor.
The scope is up to 10,000 tons of processed and shredded C&D wastes and bulky waste fines, as defined by the Connecticut Department of Energy & Environmental Protection. Bidders must propose a minimum of 2,500 tons to be considered. All deliveries must occur during posted landfill hours (Monday–Friday, 7:30 a.m.–12:00 p.m. and 12:30 p.m.–2:45 p.m.) and comply with local, state, and federal transportation regulations. Load inspections will be conducted to ensure compliance with waste acceptance criteria; three or more rejected loads within a six-month period may result in revocation of delivery privileges.
The Town has established fixed tip fees: $90.00 per ton for processed C&D wastes and $86.00 per ton for processed and shredded C&D wastes including bulky waste fines. The contract term runs one year from the date of award through June 30, 2027, with prices held firm during this period. Each selected contractor must complete a Town of Manchester Landfill Commercial Customer and Vehicle Permit Application, pay an annual vehicle permit fee, and furnish a surety bond equal to 35 percent of the contract value within ten business days of notice of award. Contractors must guarantee delivery of at least 90 percent of their total allocated tonnage within the contract period; failure to meet this threshold results in a shortfall payment at the established tip fee rates. Contractors may forfeit up to 20 percent of their quarterly allocated tonnage with written notice. Questions are due June 25, 2026 at 4:00 p.m. Bids will be opened virtually via Zoom on June 30, 2026 at 11:00 a.m.
