About this opportunity

Arapahoe County Finance Department Purchasing Division is requesting proposals for contracted rooftop solar photovoltaic services to support the County's Weatherization Assistance Program serving low-income households, with proposals due November 3, 2026 (questions due October 16, 2026).

The scope is full-service residential rooftop solar PV installation — site assessments, system design, permitting, installation, and interconnection of systems ranging from 1.8 kilowatts to 6.0 kilowatts in direct current capacity. All systems must achieve a savings-to-investment ratio of 1.0 or greater and comply with Xcel Energy's Solar*Rewards Program requirements. PV modules require minimum 10-year product and 20-year performance warranties; inverters require minimum 10-year warranties; workmanship guarantees must cover at least five years. All equipment must be new and UL-certified. Pricing submissions must include per-watt DC installed cost covering all equipment, materials, labor, permits, and fees for fully operational and interconnected systems, with separate pricing for optional add-ons (snow guards and critter guards). Prices remain fixed and firm throughout the contract term; renewal adjustments require documentation of manufacturer or supplier price changes.

Work is performed at Arapahoe County locations and may expand to other County locations at the County's discretion. The contract term is one year with four optional one-year renewal periods, contingent on satisfactory performance. The County offers net 45-day payment terms from invoice or product acceptance, whichever is later.

Evaluation criteria are experience and qualifications (15%), performance (15%), employees and subcontractors (15%), capacity (15%), and costs (40%). Federal funding sources require compliance with the Davis-Bacon Act, Clean Air Act, and Federal Water Pollution Control Act. Contractors must maintain general liability, automobile, and workers' compensation insurance and conduct background checks on all personnel accessing customer homes at their expense. Qualified contractors must demonstrate established satisfactory performance records, sufficient financial resources, and the capability to maintain a staffed Metro Denver office during normal business hours. Proposals are submitted electronically via www.bidnetdirect.com/colorado.
