About this opportunity

The City of Edinburg's Department of Engineering is seeking to establish a rotation list of qualified licensed land surveyors for commercial and residential topographical surveying services through Request for Qualification (RFQ) #2024-7. The procurement will result in a two-year contract from October 1, 2024, to September 30, 2026, with the city reserving the right to issue multiple awards. Surveyors will be expected to provide comprehensive land and topographical surveys for various informational purposes, including precise boundary line determinations, legal descriptions, utility locations, and elevation measurements. The evaluation criteria for selection are structured with specific point allocations: Overall Qualification of Team (40 points), Stability and References (15 points), Previous Experience with City (10 points), Presentation (5 points), and Ability to Meet Schedules and Deadlines (30 points). Key procurement dates include a deadline for questions on July 8, 2024, and a proposal submission deadline of July 16, 2024, at 3:00 pm, with electronic submissions required through the city's procurement portal.

While the RFQ does not explicitly mention specific set-aside designations for disadvantaged enterprises, respondents are required to complete several mandatory disclosure forms related to recent Texas legislative bills concerning Israel boycotts, energy company boycotts, and firearm entity discrimination. The procurement documents indicate that qualifying firms must be licensed commercial and residential land surveyors with comprehensive insurance coverage, including workers' compensation, general liability, automobile liability, and professional liability. The city will require the selected surveyor(s) to list the City of Edinburg as an additional insured party. Although a specific contract value is not disclosed, the agreement will operate on a task-order basis, with compensation determined by individual project authorizations. The contract includes provisions for potential one-year extensions at the city's discretion, with all financial commitments subject to annual appropriation and fund availability, and governed by Texas state law with mandatory venue set in Hidalgo County.
