About this opportunity

The City of Leander, Texas is soliciting Statements of Qualifications under RFQ CIPS27-007 to pre-qualify land surveying firms, with responses due December 1, 2026 at 2:00 p.m. Central Time through the City's Bonfire portal. Pre-qualified respondents may be selected for task orders without a subsequent RFP, based on their submitted qualifications.

The City seeks as-needed professional land surveying services for City projects over a three-year Professional Services Agreement period, with each project awarded as a negotiated task order. Respondents need municipal experience and must provide a Registered Professional Land Surveyor as Project Manager, with proof of licensure. Pool approval does not guarantee task order awards. The draft PSA template describes design, construction-document, and construction-administration services under task orders.

Evaluation totals 100 points: relevant qualifications and experience (30), proposed staff (20), available resources and location (20), methodology and approach (20), and added value (10). A City staff selection committee reviews SOQs and may require oral presentations. Pricing is not evaluated in this phase; fair and reasonable terms are negotiated with selected respondents in phase two. The anticipated award is April 2027.

Task orders are unit-price per unit of work. Additional Services are billed on actual hours at the Engineer's Standard Hourly Rates in Exhibit C. Reimbursable expenses are generally included in the Basic Services Fee unless the parties agree in writing to bill them at direct cost. Payment is due within thirty days of invoice approval, and the engineer must notify the City when expenditures reach 80% of the not-to-exceed amount. Required insurance includes commercial general liability ($1,000,000 per occurrence), business automobile liability ($1,000,000), and professional liability ($1,000,000 per occurrence), plus workers compensation. Either party may terminate on thirty days' notice.

Jurisdictions listed are Williamson County (FIPS 48491) and Little Cypress CDP. Texas law governs, with exclusive venue in Williamson County or Western District Federal Court in Austin. Respondents must comply with Texas statutory verifications covering boycotts of Israel and energy companies, firearm-entity discrimination, and Chapter 176 conflict-of-interest disclosures, and must submit Form 1295 before contract execution.
