About this opportunity
The City of Raleigh is requesting sealed bids for the Lake Lynn West Loop Trail Improvements project, with bids due June 11, 2026 at 2:00 p.m. at 7921 Ray Road, Raleigh, North Carolina. The City has established an aspirational goal of 15 percent certified Minority-Owned and Women-Owned Business Enterprise (MWBE) participation and requires all bidders to demonstrate good faith efforts to meet this goal in accordance with North Carolina General Statutes 143-128.2 and 143-131.
The scope includes replacement of the asphalt greenway with widening of trail shoulders using gravel, slight realignment of the trail, and replacement and raising of the timber boardwalk through the lake. Sealed bids will be opened publicly immediately following the 2:00 p.m. deadline. Award will be made to the lowest responsible and responsive bidder, with consideration given to quality, performance, and the specified contract performance timeline.
Bidders must hold valid North Carolina contractor's licenses with appropriate limitation and classification as required by North Carolina General Statute Chapter 87. Bid security equal to five percent of the bid amount must accompany each submission. Bidders must identify certified MWBE participation in their submissions and document good faith efforts to meet the 15 percent participation goal.
A non-mandatory pre-bid meeting is scheduled for May 28, 2026 at 1:00 p.m. at the same address. Requests for "or-equal" product pre-approvals must be submitted within 10 days of the Advertisement for Bids issuance. Complete bidding documents are available free of charge via email from Ellie Hair at Dewberry Engineers, (919) 425-7614 or ehair@Dewberry.com, and online through ConstructConnect, McGraw Hill Dodge Company, Construction Journal, and the NC Institute of Minority Economic Development. Questions regarding MWBE compliance should be directed to the Business Engagement and Opportunities Program (BEOP) at beop@raleighnc.gov.
