About this opportunity

The City of Greeley, Colorado is requesting proposals for the Lake Loveland Inlet Tower Rehabilitation Project under RFP #F26-10-051, with proposals due October 27, 2026 at 5:00 PM, and an optional pre-proposal conference and site visit on October 12, 2026 at Boyd Water Treatment Plant in Loveland. The project must be completed between December 7 and December 31, 2026 to capitalize on exceptionally low water levels before the lake refills; work is scheduled Monday through Friday, 7:00 AM to 5:00 PM, excluding City holidays, and must coordinate around a concrete-tower painting project completing by December 4.

The scope includes demolition of the existing fiberglass building atop the inlet tower, replacement with an identical fiberglass structure, demolition of existing electrical equipment and abandoned actuators, replacement of a steel floor grate with an aluminum alternative, and related rehabilitation improvements to the concrete tower. The tower is located in the northeast corner of Lake Loveland in Loveland and supplies raw water via three intake gates to Boyd Water Treatment Plant, which provides potable water to Greeley.

The contract is structured as a lump-sum award with base bid items and two optional alternate bid items for stainless steel plate installations at two gate openings, plus a $10,000 contingency line item requiring City Project Manager approval for unanticipated costs. Mandatory qualifications require verifiable experience performing similar work for at least three Colorado utilities and an absence of previous litigation with municipal clients. The successful contractor must provide a 2-year warranty on all work, Commercial General Liability insurance of at least $2,000,000, Workers' Compensation coverage, and Comprehensive Automobile Liability of at least $1,000,000 with the City named as additional insured.

Evaluation criteria are Company and Personnel Qualifications (20 points), Approach to Scope of Work (20 points), Value/Cost of Efforts (30 points), and Schedule (30 points). Questions are due October 15, 2026 at 5:00 PM, with a final addendum by October 20. Award is estimated for November 2, 2026. Submit proposals electronically to purchasing@greeleygov.com.

Opportunity text

The Lake Loveland Raw Water Inlet Tower is located in the North-East corner of Lake Loveland in Loveland, Colorado. The inlet tower receives raw water via 3 intake gates and conveys this to Boyd Water Treatment Plant, which provides potable water to the city of Greeley. The inlet tower is constructed of concrete and contains 3 actuated gates. There is a fiber glass building located on top of the tower that contains a Rotork electrical actuator for each of the gates and associated electrical equipment. This project will replace the existing fiberglass building with an identical replacement and make other rehab improvements to the tower. The water level in Lake Loveland is exceptionally low this year, providing an opportunity to complete this work. The intention of the City is that this project shall be completed between December 7th and December 31st, 2026. After the end of the year the lake is expected to begin filling again. The project must also be scheduled to avoid a separate project to paint the concrete tower (with the painting project planned to be completed by December 4th).
