About this opportunity
Gwinnett County, Georgia cancelled solicitation BL108-22 for Lake Carlton Road Culvert Rehabilitation on October 12, 2022, in its entirety. No award will be made, and the county has not reissued the project.
The original scope, posted September 14, 2022, with bids due October 18, 2022, comprised removal and reconstruction of an existing outlet control structure, extension of the principal culvert by 6 linear feet, rehabilitation of 42 linear feet of the entire principal culvert including the extension, and installation of a downstream headwall. Additional work included abandonment, plugging, and filling of three existing culverts (18–24 inches in size), traffic control, construction staging, clearing and grubbing, fish removal and restocking, erosion control, site restoration with guardrail and landscaping, and appurtenances.
Bidders were required to be licensed utility contractors. A 5 percent bid bond or certified check was mandatory, with performance and payment bonds each equal to 100 percent of the total bid amount. The bonding company had to be Georgia-licensed, authorized by the Georgia Insurance Department, listed in the U.S. Department of the Treasury's acceptable surety publication, and maintain an A.M. Best rating of A-V or higher. Corporations not chartered in Georgia required proper certification to do business in the state.
Substantial completion was required within 90 consecutive calendar days and final completion within 120 calendar days from Notice to Proceed. Liquidated damages were $1,000 per day for substantial completion delays and $500 per day for final completion delays. The county reserved the right to award to the lowest qualified bidder and reject any or all bids.
A pre-bid conference was scheduled for October 4, 2022, at Chevron Location in Loganville. Questions were due by 3:00 p.m. on October 6, 2022.
