About this opportunity
The City of Portsmouth, Virginia is requesting proposals for lake and pond management services on an as-needed basis, with proposals due October 22, 2026 by 2:00 p.m. via eVA. Respondents must hold current Commonwealth of Virginia licenses to perform lake and pond management work and be factory-authorized service centers for OTTERBINE, AQUAMASTER, and AIR MAX aeration equipment — mandatory qualifications that filter the bidder pool.
The scope encompasses water quality evaluation and monitoring for stormwater lakes and ponds; aeration equipment recommendations; nutrient assessments; identification of nuisance aquatic algae and invasive plant infestations; and turnkey water quality enhancement services including assessments, recommendations, plan development, equipment service, installation, repair, and maintenance. All work must be performed by qualified, licensed personnel. The City intends to award multiple consultants through this procurement.
The contract term is one year with four optional one-year renewals. Pricing will be negotiated with successful offerors; man-hour estimates are not required in proposals, though the City may request nonbinding hourly rate estimates during discussions. Payments are made upon project completion unless otherwise negotiated.
Insurance requirements include workers' compensation and employer's liability as required by Virginia law, comprehensive automobile liability of $1 million per occurrence, comprehensive general liability of $1 million per occurrence, and professional liability insurance of $2 million. Respondents must maintain current City of Portsmouth Business Licenses.
The City strongly encourages SWAM/MBE/SDV (Small, Women Owned and Minority Owned/Service-Disabled Veteran Owned) participation, weighted at 10 percent of the award criteria. Evaluation criteria are responsiveness to RFP provisions (20 percent), project manager qualifications (10 percent), personnel qualifications and experience (20 percent), firm organizational capability (20 percent), and quality of workmanship and performance (20 percent). Interviews with top offerors are scheduled November 30–December 4, 2026, with panel selection and approval by December 11, 2026.
