About this opportunity
Palm Beach County Board of County Commissioners is requesting bids for laboratory services under a term contract (IFB 26-061-JW), with bids due November 5, 2026 at 4:00 p.m. and questions due October 8, 2026. Amendment 02 was posted October 21, 2026; bidders must acknowledge receipt of the amendment with their bid submissions.
A 5% local preference applies to bidders maintaining a permanent place of business in Palm Beach County or the Glades. The solicitation is subject to Small Business Development Program requirements for non-federally funded portions; if subcontractors are used, bidders must complete Schedules 1 and 2 and register all subcontractors in the County's Vendor Self Service (VSS) system.
The scope encompasses laboratory services for Palm Beach County. Bids must include field sampling hourly rates for standard hours (8:00 a.m. to 5:00 p.m.). The contract will be funded through County appropriations, subject to annual Board approval for subsequent fiscal years.
Award will be made to the responsive and responsible bidder with the lowest evaluated cost. Bid prices must remain firm for 90 days from submission and for the initial contract term and any renewals. All bidders must register in VSS prior to contract award. Recommended awards will be publicly posted for five business days before final approval; protests must be filed within five business days of posting.
Compliance requirements include E-Verify employment eligibility verification for the bidder and all subconsultants, with contract termination provisions for violations and a one-year debarment period. Davis-Bacon Act prevailing wage requirements apply if the contract involves construction or repair work exceeding $2,000 financed with federal funds. Bidders must certify compliance with Florida Statute section 287.139 prohibiting use of County funds for diversity, equity, and inclusion materials. All standard County terms, federal regulations, criminal history record checks where applicable, and accessibility standards under the Americans with Disabilities Act apply.
Bid responses must include one signed sealed package and one electronic copy in PDF format on CD or flash drive, submitted to Palm Beach County Procurement Department, 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199.
