About this opportunity
The South Dakota Department of Health's South Dakota Public Health Laboratory is soliciting proposals for statewide courier services to transport laboratory specimens, clinical samples, environmental and forensic materials, and veterinary samples from clients throughout South Dakota to SDPHL in Pierre, with proposals due November 27, 2026 and a Letter of Intent due October 23, 2026.
SDPHL may structure the contract as up to three geographic regions — Eastern, Central, and Western South Dakota — and may award to one, two, or three qualified contractors based on proposals received, service capabilities, geographic coverage, and pricing. The State does not guarantee minimum stops, miles, specimens, or dollar volume for any region or contractor.
Services include scheduled and on-demand courier operations with next-day delivery Monday through Saturday, with optional Sunday and holiday service. Offerors may propose multiple pricing structures including cost per stop, cost per mile, daily or weekly route rates, fixed route rates, hub-and-spoke pricing, or hybrid methodologies. To facilitate equitable comparison, all offerors must provide pricing for a standardized scenario covering Eastern South Dakota service requirements with approximately 50 communities and overnight line-haul service from Sioux Falls to Pierre.
Contractors must maintain commercial general liability insurance of not less than $1 million per occurrence, professional liability insurance of not less than $1 million, business automobile liability insurance of not less than $1 million per accident, and workers' compensation insurance as required by South Dakota law. The RFP requires demonstration of temperature-control capabilities, chain-of-custody procedures, emergency and surge-response capacity, inclement weather protocols, driver qualifications, vehicle maintenance standards, tracking and documentation systems, and ability to meet established performance indicators.
The contract term begins March 1, 2027 and runs through February 29, 2032, with opportunity to renew annually for up to five additional years. Oral presentations may be scheduled for December 4, 2026, with an anticipated award by December 29, 2026. Inquiries must be emailed to Dr. Leo Chugunov at Leo.Chugunov@state.sd.us with subject line "RFP # 27-0905001-005" before the date specified in the Schedule of Activities; responses and inquiries will be posted on the state's e-procurement system.
