About this opportunity

The City of Santa Monica Water Resources Division is seeking bids for laboratory analysis services for water, wastewater, stormwater, and recycled water samples under ITB, with bids due October 21, 2026, at 3:00 p.m. Pacific Time and a question submission deadline of October 1, 2026.

The scope encompasses analysis of treated drinking water, raw groundwater, brackish groundwater, seawater, raw wastewater, pretreatment device effluent, wastewater treatment plant process flow, wet and dry weather urban runoff, and advanced treated recycled water. The contractor must provide sample kits, weekly delivery and pickup at four City locations (Water Resources Division, Arcadia Water Treatment Plant, Sustainable Water Infrastructure Project, and Santa Monica Urban Runoff Recycling Facility), electronic reporting, web-based data management, and associated documentation. Pricing is based on 50 individual line items representing various laboratory testing methods. Successful bidders must maintain ELAP, TNI, ISO, and EPA accreditation throughout the contract term and demonstrate a minimum of five years of experience providing similar laboratory services.

The contract carries a Living Wage Ordinance requirement: covered employees must earn a minimum of $25.00 per hour when the contract value exceeds $54,200. Insurance requirements include Commercial General Liability of at least $1,000,000 per occurrence, Automobile Liability of at least $1,000,000 per accident, and Workers' Compensation insurance with Statutory Limits. The City reserves the right to award the bid to separate bidders for any items and to increase or decrease quantities.

The contract term includes an option for four one-year renewal periods at the same price, terms, and conditions unless the vendor proposes alternative renewal terms. Payment terms are net 30 days from delivery and receipt of invoice. Addendum responses will be posted by October 7, 2026, at 3:00 p.m. Pacific Time. Electronic bids only are accepted through the City's online vendor portal. No job walk or bidders' conference is scheduled.
