About this opportunity
The City of Saratoga Springs, New York is requesting proposals for labor and employment legal services on an as-needed basis under RFP 2026-19, with sealed bids due September 15, 2026 at 2:00 p.m. at City Hall (474 Broadway Suite 14). MWBE preference applies; the city gives preference to Minority Women Business Enterprise businesses and requires documentation of MWBE certification status if applicable.
The scope covers legal counsel and representation on labor and employment matters primarily for the Fire Department and Department of Public Safety, including employee discipline, contract grievances, improper practice charges before PERB, arbitration, litigation, and collective bargaining. Services encompass legal consultation on HR practices and policies, state and federal law research and interpretation, litigation under New York State Civil Service Law Section 75, and collective bargaining and arbitration representation.
Bidders must submit proposals on a flat-rate basis with all expenses—legal research, copies, and mailings—included regardless of actual time or resources required. The proposal must include documentation of legal experience with at least three client references, organization and firm structure details, attorney qualifications and resumes, and MWBE certification status if applicable. Required certifications and affidavits include a Non-Collusive Bidding Certification, Vendor Code of Conduct Affidavit, Risk and Safety Agreement, and Certificate of Insurance.
Evaluation occurs first on technical merit (operational plan, company background, staffing qualifications, relevant experience, and references) and second on cost. The contract award will be made to the responsive and responsible bidder offering the best value. The city reserves the right to extend the contract for one additional year from expiration and to renew for up to three additional one-year terms at mutual agreement. The city also reserves the right to reject any and all bids and waive informalities.
