About this opportunity

The Georgia Department of Natural Resources (DNR) Environmental Protection Division (EPD) is seeking a laboratory contract for radiological analyses of drinking water samples. The procurement aims to establish an open Agency Contract with a U.S. Environmental Protection Agency (EPA) accredited laboratory to perform specialized water testing services. Key requirements include providing sample collection kits to community water systems, collecting approximately 3,500 samples over five years, and conducting specific radiological analyses including alpha particle activity, Radium-226, Radium-228, and Uranium testing. The laboratory must also promptly report analytical results using a Safe Drinking Water Information System (SDWIS) interface. All bidders must be registered in TEAM GEORGIA MARKETPLACE and submit bids electronically through the system. The solicitation was posted on February 10, 2025, with a proposal due date of March 10, 2025. Prospective bidders must submit written questions via email to Carlethia Jones at Carlethia.Jones@dnr.ga.gov, with technical support available through the procurement help desk at procurementhelp@doas.ga.gov or by calling 404-657-6000.

The contract appears to have no specific set-aside designations or restrictions on vendor types, though EPA accreditation is a mandatory qualification. Of the projected samples, approximately 3,500 will be analyzed for alpha particle activity, Radium-226, and Radium-228, with an additional 152 samples requiring Uranium analysis. While specific budget ranges are not detailed in the provided documentation, the multi-year contract suggests a significant scope of work. The procurement process requires comprehensive technical capabilities, including precise sample handling, advanced radiological testing methodologies, and robust reporting systems. Bidders must demonstrate sophisticated laboratory infrastructure capable of interfacing with state-level drinking water information systems. No incumbent vendor information was provided in the original solicitation, and the contract appears to be a new procurement seeking to establish laboratory services for comprehensive drinking water radiological monitoring.

Opportunity text

The purpose of this procurement is to establish an open Agency Contract with a laboratory accredited by the U.S. Environmental Protection Agency (EPA) to (1) provide appropriate sample collection kits to community water systems to facilitate proper and timely collection of the samples based on a schedule provided by EPD; and (2) perform analyses of the samples for alpha particle activity, Radium-226, Radium-228 and Uranium; and (3) promptly report analytical results to EPD using a Lab to Safe Drinking Water Information System (SDWIS) interface. At this time, approximately 3500 samples, over five (5) years, are projected to be collected for analysis for alpha particle activity, Radium-226, and Radium-228; of those, approximately 152 will require analysis for Uranium.
