About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is soliciting competitive bids on laboratory supplies for food, water, dairy, and shellfish testing under IFB HHS0017881, with responses due August 26, 2026 at 10:30 AM Central Time. The questions and clarifications deadline is August 19, 2026.

HHSC is procuring on behalf of the Department of State Health Services (DSHS). Both agencies are entitled to use any awarded contract. The scope comprises 13 line items of lab supplies and quality control materials compatible with Biomerieux instruments, including VIDAS QC test kits, Staphylococcus Enterotoxin test kits, API Listeria test systems, Bioball bacterial strain kits (Salmonella, Enterobacter, Escherichia coli, Pseudomonas aeruginosa), GFP-labeled Bioball test kits, Zinc Dust, saline solution, and estimated shipping and handling charges. Delivery is on an as-needed basis to DSHS at 1100 W 49th Street, Lab Loading Dock L-114, Austin, Texas 78756.

The historical monetary value during fiscal year 2025 was between $25,000 and $50,000, provided as a guideline only with no guarantee of volume, usage, or compensation. The initial contract term runs September 1, 2026 through August 31, 2027, with an option for HHSC to extend for up to one additional year at its sole discretion. All contracts are subject to appropriations and fund availability.

Bidders must submit firm, fixed unit prices on Exhibit C with all labor, materials, supplies, and related expenses included. Price adjustments may be permitted at HHSC's sole discretion using the Consumer Price Index formula or in response to Federal Minimum Wage Rate increases. Evaluation criteria are meeting or exceeding specifications, ability to meet delivery requirements, and price, with award to the bidder offering best value rather than necessarily the lowest price. HUB Subcontracting Plans are encouraged but not required. Responses must be submitted electronically via email to pcsbids@hhs.texas.gov, through the HHS Online Bid Room, or by hand delivery or overnight mail with USB drive; bidders are solely responsible for ensuring timely receipt. Late responses will be disqualified. Exhibit A (HHS Solicitation Affirmations) and any applicable Addendum Acknowledgement Forms must accompany the pricing sheet. All bids must be submitted in US dollars.
