About this opportunity
Louisa County Water Authority is requesting proposals for laboratory services to conduct wastewater sample analyses at two treatment facilities with proposals due August 4, 2026 at 3:30 p.m. The central capability filter is Virginia Environmental Laboratory Accreditation Program (VELAP) accreditation, which the contractor must maintain throughout the contract term for all required analyses.
The scope encompasses sample pickup three times weekly (Monday, Wednesday, Friday after 2:00 p.m.) at the Louisa Regional Wastewater Treatment Plant and the Zion Crossroads Wastewater Treatment Plant, with additional Tuesday or Thursday pickups for E. coli samples during seasonal reuse operations (April–November). The contractor must supply pre-cleaned sample containers with preservatives, ice, chain of custody forms, coolers, electronic and hard copy reports, and quality control data. A qualified project manager must be available Monday through Friday, 8:00 a.m. to 5:00 p.m.
The contract period runs from September 1, 2026 through August 31, 2027, with two optional one-year renewal terms. Pricing shall be submitted as firm-fixed annual costs for each facility with separate pickup fees and unit costs for designated parameters, remaining firm throughout the initial award period. The contractor bears responsibility for all lost samples from pickup onward. Any sampling parameter or frequency changes requested by the Department of Environmental Quality shall be reflected in modified fees based on specified unit costs.
Evaluation criteria allocate 30 points for experience and competence, 30 points for project manager and key personnel qualifications, 20 points for cost, and 10 points each for project approach and references/past performance. The County reserves the right to award to multiple offerors and is not obligated to accept the lowest cost proposal.
Contractors must provide proof of current VELAP accreditation, a Quality Assurance Manual with Standard Operating Procedures, at least three client references, and a certificate of insurance naming the County of Louisa as an additional insured.
