About this opportunity
The Louisiana Department of Transportation and Development is soliciting electronic bids for State Project No. H.016558, a roadway improvement on LA 35 and LA 342 in Acadia Parish, with bids due November 18, 2026 at 10:00 a.m. Eligible bidders must be licensed under Louisiana R.S. 37:2150-2165 for Highway, Street, and Bridge Construction. Bids and bid bonds must be submitted through www.bidx.com, and online bidder registration is required at least 24 hours before the bid opening.
Scope covers milling asphalt pavement, pavement patching, drainage structure work, asphalt concrete overlay, and roadway reinforcing mesh installation across approximately 4.832 miles, along with related work. The contract incorporates the 2026 Louisiana Standard Specifications for Roads and Bridges with supplementary and special provisions. Specialty items requiring subcontracting approval include object marker assemblies, reflectorized raised pavement markers, plastic pavement striping, and roadway reinforcing mesh. Storm Water Pollution Prevention Plan requirements under the Louisiana Pollution Discharge Elimination System General Permit apply.
The estimated cost range is $5.0 million to $7.5 million. Full contract completion is required within 90 working days from Notice to Proceed, with an allowable 30-calendar-day assembly period for preliminary activities. Payment adjustments apply to Performance Graded asphalt cements, gasoline, diesel fuel, and steel when costs vary more than 5 percent from established base prices.
Insurance requirements include Workers Compensation with minimum employer liability of $1,000,000, Commercial General Liability with limits specified in Table 107.2-1, Owner's and Contractor's Protective liability, and Business Automobile Liability. OCP insurance costs may be reimbursed directly without markup. Contractors must obtain a sales tax exemption certificate from the Louisiana Department of Revenue. Special provisions require maintenance of traffic during the sugar cane hauling season (October 1 through January 31), along with lane closure restrictions on specific roadway sections and paving operation sequencing requirements. A voluntary partnering conference is encouraged but not required before construction begins. Project engineer Michael Ronkartz is located in Crowley, Louisiana.
