About this opportunity
The Louisiana Department of Transportation and Development is soliciting bids for road improvements on Route LA 20 from its junction with Route LA 304 to its junction with Route LA 307, with bids due October 14, 2026 at 10:00 a.m., and this is a federally funded project carrying DBE/SBE participation obligations.
The scope encompasses 5.237 miles of roadway including clearing and grubbing, grading, drainage structure installation, asphalt concrete milling, Class II base course placement, asphalt concrete pavement, concrete drives, and related work. The winning contractor must hold Louisiana licensure for Highway, Street, and Bridge Construction under La. R.S. 37:2150–2165. The contract requires completion within 280 calendar days from Notice to Proceed, with an initial 30-day assembly period permitted. Work is subject to traffic-maintenance restrictions, including prohibition on work during sugar cane hauling season (October 1 through January 31) and specific lane closure limitations.
The estimated project cost ranges from $5,000,000 to $7,500,000; the actual estimate value will be published at bid opening. The contract incorporates the 2026 Louisiana Standard Specifications for Roads and Bridges with supplementary provisions. Payment adjustments apply to Performance Graded asphalt cements, gasoline, diesel fuel, and steel when costs vary more than 5 percent from base prices established at bid opening.
Build America Buy America (BABA) provisions require all iron, steel, and manufactured products to be produced in the United States unless a waiver is granted; minimal foreign material is permitted if costs do not exceed 0.1 percent of total contract cost or $2,500. The project requires on-the-job training with an estimated three trainees and 3,000 trainee hours, comprehensive insurance coverage including Workers Compensation with $1,000,000 employer liability for maritime exposures and Commercial General Liability with combined single limits ranging from $1 million to $5 million, and mandatory electronic payroll submission through AASHTOWare Civil Rights & Labor Software. Bidding is electronic only through www.bidx.com and requires prior online registration. Bids will be opened and posted at LA DOTD Headquarters in Baton Rouge.
