About this opportunity

Louisiana Department of Transportation and Development, on behalf of Washington Parish Government, is requesting bids on highway construction for LA 16, Segments D&E, a 0.899-mile project involving clearing, grubbing, grading, drainage structures, asphalt concrete pavement, and concrete paver sidewalk installation (brick), with electronic bids due September 9, 2026 at 10:00 a.m. Central Time through www.bidx.com.

The project carries no project-specific DBE or SBE goal but requires compliance with general DBE/SBE participation obligations. Bidders must be licensed under Louisiana Revised Statutes 37:2150-2165 for highway, street, and bridge construction. Build America Buy America (BABA) provisions apply, mandating that all iron, steel, and manufactured products be produced in the United States unless a waiver is obtained; foreign materials are permitted only where they do not exceed 0.1 percent of total contract cost or $2,500, whichever is greater.

The project spans from the junction with J Meadie Knight Drive to the junction with Liberty Street in Washington Parish. Contract performance must be completed within seventy working days following Notice to Proceed, with a 30-calendar-day assembly period allowed before contract time assessment begins. The estimated cost range is $500,000 to $1,000,000, with final award determination based on the actual estimate value published at bid opening. The project engineer is Nicole Dunn of Meyer Engineers, Ltd., and the LA DOTD coordinator is Tommy Jr. Hickman.

Contractors must maintain comprehensive insurance coverage including Workers Compensation, Commercial General Liability, Owner's and Contractor's Protective Liability, and Business Automobile Liability, with Louisiana DOTD and Washington Parish Government named as additional insureds. Payment adjustments apply to asphalt cements, fuels, and steel based on monthly price indices exceeding base prices by more than 5 percent. Contractors are responsible for all permits, licenses, taxes, and environmental compliance, including SWPPP development and LPDES permit compliance. Online bidder registration is required at least 24 hours before the bid deadline. Electronic bids and bid bonds are mandatory.
