About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Criminal Justice Training Center in Johnson County, is soliciting bids for the procurement of 21 units of L3 Harris XL-45P portable base radios operating on 7/800MHz frequencies in gray. The procurement includes associated features and accessories such as Phase 2 TDMA capabilities, encryption options (Encryption Lite, Single-Key AES Encryption, and Single-Key DES Encryption), lithium-ion 3100mAh batteries, half-wave whip antennas (762-870MHz), standard belt clips, and standard speaker microphones. Vendors are required to provide services to load the Department's personality programming configuration into each radio at no additional cost. This is a one-time purchase contract with delivery required to 4449 Kit Carson Drive, Richmond, Kentucky 40475. The RFB was issued on August 24, 2023, with written questions due August 22, 2023, and Commonwealth responses issued August 24, 2023. The solicitation closes on September 1, 2023, at 1:30 PM ET. Award will be made on a best value basis using a ranking methodology weighted at 95 points for pricing and 5 points for delivery performance. All quotations must be submitted electronically through the Kentucky eProcurement system on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise tax and Kentucky sales or use tax. No substitutions are permitted due to compatibility requirements with existing equipment, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.

Kentucky resident bidders may receive reciprocal preference under KRS 45A.494, while qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities receive preference equal to 20 or 15 percent of maximum points, respectively. Vendor registration in the Commonwealth's Vendor Self Service System and eProcurement system is required prior to bid submission, and all required affidavits, tax registration documentation, and certificates of authority must be submitted prior to award. Paper bids are not acceptable, and electronic submission through the eProcurement system is mandatory. The solicitation documents do not specify an overall contract value or budget range; however, the Commonwealth reserves the right to cancel the solicitation if responses exceed available funding. The contract represents a specialized procurement for law enforcement and correctional training purposes, requiring vendors with expertise in L3 Harris radio systems and the ability to integrate personality programming specific to the Department's operational requirements.
