About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Criminal Justice Training, issued Request for Bid (RFB) 758 2300000640 for L3 Harris portable radios on March 28, 2023, with written questions due by March 30, 2023, at 10:00 AM ET and bids closing on April 6, 2023, at 1:30 PM ET. This procurement requires the supply and delivery of 15 units each of L3 Harris XK-PF78B base radio portable units (XL-45P, 7/800 MHz) along with associated equipment and services, including NIFOG personality loading service, Phase 2 TDMA feature, Encryption Lite feature, Single-Key AES and DES Encryption features, LI-ION 3100 mAh batteries, whip antennas (1/2 wave, 762-870 MHz), standard belt clips, standard speaker microphones with emergency buttons, and vendor services to load agency personality onto each radio. All 15 line items are mandatory with no substitutions permitted, and bidders must submit all items as a group or be deemed non-responsive. The solicitation requires electronic bid submission through the Commonwealth eProcurement System; paper bids are not acceptable, and vendors must register in the Vendor Self Service System at https://vss.ky.gov, with 24 to 48 hours recommended for registration completion. Evaluation will be conducted on a best value basis using price (90 points) and delivery time (10 points), with the lowest-priced bidder receiving maximum points and others scored proportionally; delivery must be stated in specific working days with nonspecific phrases resulting in non-responsive bids. A one percent daily deduction applies for each day delivery exceeds the contracted date, and delivery is preferred prior to June 30, 2023, with quoted prices remaining valid for a minimum of 60 calendar days after the bid due date.
Qualified bidders, including Kentucky Correctional Industries (eligible for 20 percent preference) and nonprofit entities meeting specified criteria (eligible for 15 percent preference), are eligible for additional scoring advantages. Kentucky resident bidders may receive reciprocal preference equal to preferences given by nonresident bidders' home states, contingent upon completion and notarization of required affidavits demonstrating resident or qualified bidder status and compliance with Kentucky campaign finance laws per Kentucky Revised Statutes 45A.110 and 45A.115. All quotations must be submitted F.O.B. Destination Freight Prepaid and Allowed, with vendors fully responsible for all shipment and freight charges; prices must exclude Federal Excise Tax and Kentucky Sales or Use Tax. No specific contract value or budget range is disclosed in the solicitation documents; however, the Office of Procurement Services reserves the right to cancel the RFB if responses exceed available funding. The contract is not subject to EEO requirements unless the estimated value exceeds $500,000. Interested vendors should contact Keith Srutowski at 502-564-7007 for additional information regarding this procurement.
