About this opportunity

The Kentucky Department of Juvenile Justice (KYDJJ) is requesting proposals for on-site optometry services at 22 juvenile facilities statewide, with proposals due October 30, 2026 at 2:00 p.m. Eastern Time via the Kentucky Vendor Self Service system.

The scope encompasses comprehensive eye examinations, vision screening, diagnosis and treatment of eye diseases, prescription eyeglasses and contact lenses, frame adjustments and repairs, emergency eye care, and laboratory services for eyeglass prescriptions. Services are delivered at youth development centers, detention centers, and group homes serving approximately 649 unique patients per month. The contractor must maintain current Kentucky optometrist licensure, carry Commercial General Liability Insurance ($1 million per occurrence / $2 million aggregate), Professional Liability Insurance ($1 million per claim), and appropriate malpractice coverage. All invoicing uses the Personal Service Contract Invoice form established by the Government Contract Review Committee.

The contract term runs from October 20, 2026 through June 30, 2028, with renewal options for up to two additional two-year periods subject to Finance and Administration Cabinet approval and Legislative Research Commission Government Contract Review Committee review. Clinic frequency is currently once per month per facility, with the contractor expected to conduct three to five clinics per facility annually.

Pricing is submitted on a per-visit basis for examination and eyewear services combined; eyeglass frames may not exceed the Medicaid rate of $50.00, and contact lenses are provided only when clinically necessary. Proposals are evaluated on a maximum of 240 points: technical qualifications (110 points, including professional references at 30 points and previous optometry and correctional-setting experience at 50 points), cost (100 points), and oral presentations if required (30 points). Service availability accounts for 30 points within the technical evaluation. The state pays within thirty working days of receipt and acceptance of services. No offeror's conference is scheduled.
