About this opportunity
The Commonwealth of Kentucky, through the Kentucky Transportation Cabinet's Office of Highway Safety, is issuing a Request for Proposals (RFP 605 2600000252) to solicit sponsorship contributions for the KY Safe Teen Driving Challenge, an app-based competition designed to incentivize safe driving behaviors among teen drivers aged 15 to 19 across Kentucky. The procuring jurisdiction is Elliott County. Respondents are sought to provide financial contributions at designated sponsorship levels: $500 (Copper tier), $1,000 (Silver tier), $2,500 (Gold tier), $5,000 (Platinum tier), or in-kind contributions under $100 (Brass tier). The program requires participating students to complete at least 100 miles across a minimum of 30 driving trips, with schools needing at least 10 eligible students to participate in team and individual competitions. All collected funds will be directed exclusively toward student and school prizes to be awarded in June 2026. Sponsorship benefits scale with contribution level, ranging from logo placement on landing pages and school posters at the Copper level to reserved seating, speaking opportunities, and custom social media promotion at the Platinum level. Written questions regarding the RFP must be submitted by 4:00 PM EST on February 2, 2026, with Commonwealth responses expected by February 6, 2026. Proposals are due by 2:00 PM EST on February 13, 2026, through electronic submission via the Kentucky Vendor Self Service System. Submissions must include organization name and contact information, organization type, sponsorship level, and a statement of interest describing the respondent's interest in highway safety or teen driver safety, provided in Microsoft Word, Excel, or PDF format with files not exceeding 65,000 KB.
The RFP does not specify set-aside designations or restrictions limiting the types of organizations that may respond to this sponsorship solicitation. All respondents must be registered in the Commonwealth's eProcurement System prior to submission and must certify compliance with state debarment and suspension regulations, conflict of interest laws, campaign finance restrictions, and applicable Kentucky Revised Statutes regarding employment practices and tax compliance. Respondents are also required to complete and submit a notarized Annual Affidavit for Bidders, Offerors and Contractors confirming compliance with Kentucky's campaign finance laws pursuant to KRS 45A.110 and 45A.115. No incumbent vendors, current contractors, or existing technology infrastructure requiring integration have been identified in the solicitation documents. The sponsorship contribution amounts serve as the award values, with a potential range from $500 for Copper-level sponsorships to $5,000 for Platinum-level sponsorships, plus additional contributions at lower tiers. For technical assistance with submissions or questions regarding the procurement, interested parties should contact Allan Coldiron at 502-782-3981 or Allan.Coldiron@ky.gov.
