About this opportunity
New Braunfels Utilities is soliciting bids for the Kuehler River Crossing water-main installation project in Comal County and Savannah CDP, Texas, with bids due August 6, 2026. The scope comprises approximately 150 linear feet of 6-inch and 12-inch water main by open-cut excavation, approximately 520 linear feet of 12-inch water main by horizontal directional drilling under the Guadalupe River, abandonment of the existing water main, connections to the NBU water system, stormwater pollution prevention, restoration, and appurtenances. The project was designed by BGE, Inc.
Water mains must utilize ductile iron pipe (minimum Class 250 for diameters over 12 inches) or PVC pressure pipe meeting AWWA C900 standards, with cement-mortar interior lining and bituminous exterior coating for buried pipe. Trench backfill must be compacted to minimum 95–98 percent density depending on soil classification, verified by quality control testing at intervals of one test per 400 linear feet of 12-inch loose lifts, performed at the contractor's expense. All trenching must maintain vertical walls to at least one foot above pipe, with minimum 48 inches of cover for water lines. Specifications reference New Braunfels Utilities, Texas Department of Transportation, American Water Works Association, ASTM International, and OSHA standards.
Contractor responsibilities include calling Texas One Call System 48 hours before digging, notifying NBU and the City of New Braunfels Engineering Department, coordinating with TxDOT for work in state right-of-way, obtaining photographic documentation, minimizing water service outages to four hours or less, and providing survey-grade plan-of-record data in three dimensions for all utility features prior to backfill. Technical specifications are provided in Rio_to_Kuehler_River_Crossing_IFB_Specs.pdf.
