About this opportunity

The Kentucky State Police, on behalf of the Commonwealth of Kentucky's Justice and Public Safety Cabinet, is requesting proposals for legal services under a personal service contract with proposals due November 6, 2026 at 12:00 p.m. Eastern Time. This is a rebid; the prior RFP 520 2700000090 closed on October 8, 2026 without award.

Multiple legal service contracts may be awarded from this RFP. The scope covers legal representation in pending and future litigation in state and federal courts, specifically including the case Bethany Maynard v. JPSC and KSP in Franklin Circuit Court (Civil Action 23-CI-453), which involves claims under the Kentucky Civil Rights Act and the Kentucky Whistleblower Act. Offerors must demonstrate experience in complex employment law litigation involving whistleblower and discrimination claims, e-discovery capabilities, organizational capacity with qualified personnel, and conflict identification and resolution processes. Professional liability insurance of at least $1,000,000 per claim and commercial general liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate are required prior to award.

Offerors must provide hourly rates for attorneys in accordance with the Government Contract Review Committee's Legal Services Fee Schedule, which establishes maximums of $125 per hour for partners, $100 per hour for associates, and $40 per hour for paralegals; however, the Commonwealth will consider bids exceeding these rates. Reimbursable expenses include travel in accordance with GCRC travel policy, with expense matters to be finalized in the contract. The initial contract term runs from November 16, 2026 through June 30, 2028, with the Commonwealth reserving the right to renew for up to two additional two-year periods subject to approval by the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission's Government Contract Review Committee.

Evaluation weighs the technical proposal at 800 points, cost proposal at 200 points, and oral presentations (if required) at up to 200 points, for a maximum of 1,200 points. Payments will be made within thirty working days of invoice receipt and accepted services. No offerors' conference is scheduled; site visits are not applicable.
