About this opportunity

The City of Tieton, Washington is requesting sealed bids for Koempel Park Pathway and Field Lighting construction, with bids due August 6, 2026 at 10:00 a.m. at City Hall, 418 Maple Street. The project is subject to prevailing wage rates under Washington State Department of Labor and Industries standards effective August 6, 2026 for Yakima County — a cost and compliance filter.

The scope includes approximately 90 tons of HMA pathway, chain link fencing, new field lighting, relocation of playground equipment, benches, and landscape restoration (RCO Project No. 24-2145D, HLA Project No. 25189). The contract time is fifteen working days to complete the work, with an anticipated commencement date of September 14, 2026, though the Engineer may authorize contract suspension for long-lead material procurement.

Each bid must include a bid bond or certified check equal to not less than 5% of the total bid amount, payable to the Treasurer of the City of Tieton. A 100% contract bond with an approved corporate surety is required upon award, and the successful bidder must execute the contract and obtain the bond within ten working days from Notice of Award. Contractors and subcontractors must file certified payroll records with the Department of Labor and Industries online system at least monthly and maintain accurate payroll records for three years following project acceptance. Award will be made to the lowest responsive, responsible bidder. Contract documents are available on the HLA website at https://www.hlacivil.com/bid/; prospective bidders should register as planholders to receive automatic addenda notifications. Questions should be directed to Stephen S. Hazzard, PE, at (509) 966-7000 or shazzard@hlacivil.com. The project is subject to Title VI of the Civil Rights Act of 1964 and full and fair opportunity requirements for disadvantaged business enterprises.
