About this opportunity

Sacramento County and San Francisco City are jointly seeking a procurement for KnowBe4 Security Awareness Training and Compliance Plus subscription licenses through a Request for Bid (RFB) process. The procurement involves acquiring 15,000 seats of KnowBe4's Diamond Tier Security Awareness Training and Compliance Plus Add-On subscriptions for an initial term from September 26, 2024, to September 25, 2025, with potential renewal options for two additional one-year periods. Key deliverables include comprehensive security awareness training and compliance monitoring services designed to enhance cybersecurity preparedness across county organizations. The solicitation requires electronic bid submission through the ProcureNow portal, with critical dates including August 29, 2024, as the deadline for submitting questions, and September 5, 2024, at 5:00 pm as the proposal response deadline. Bidders must provide detailed unit costs for each year of the subscription, covering both training and compliance components, and demonstrate compliance with specific technical requirements including FedRAMP or StateRAMP standards and rigorous data protection measures.

The procurement includes specific provisions supporting local and small businesses, with potential preference points of 5% for local businesses and 2% for micro-businesses that qualify. Vendors must adhere to environmental purchasing policies and web accessibility guidelines, indicating a preference for socially responsible and technically proficient organizations. While no specific incumbent vendor is mentioned, the contract allows for potential additional license purchases beyond the initial 15,000 seats at the established pricing. The bid incorporates comprehensive security supplemental terms requiring vendors to meet stringent cybersecurity and data protection standards. Though the exact budget is not explicitly stated, the scope suggests a significant investment in enterprise-level security training and compliance solutions, likely representing a multi-year contract value potentially ranging from $500,000 to $1.5 million depending on per-seat pricing and additional service components.
