About this opportunity
Escambia County Waste Services Department is requesting quotes for installation of three 2-inch monitoring wells at the closed Klondike Landfill, 7219 Mobile Highway, Pensacola, Florida, under ITQ, with responses due September 16, 2026 at 3:00 p.m. A Florida-licensed driller holding an FDEP water well contractor license is required — the sole qualification filter.
The scope includes premobilization activities (obtaining drilling and well installation permits from the Northwest Florida Water Management District, utility location coordination), sonic boring operations with 6-inch diameter boreholes, well installation at depths ranging from 25 feet to 70 feet below ground surface, sand filter pack and fine sand seal, bentonite pellets, neat cement grouting through tremie pipe, installation of lockable aluminum cover stick-up covers and 3-foot by 3-foot concrete pads, well development and purging, and etched well labeling. Geosyntec Consultants will provide onsite quality control for the County.
Contractors must submit firm unit costs for Mobilization/Demobilization, Permitting & Environmental Fees, and Monitoring Well Installation (all materials, labor, equipment, well development, purging, and related costs included). All prices must cover packing, handling, shipping, and delivery within Escambia County. Required submissions include proof of current Florida Sunbiz registration, W-9 form, contractor licensure, and certificate of insurance or letter of insurability demonstrating workers' compensation coverage at statutory limits, general liability minimum of $1 million per occurrence and $2 million annual aggregate, business auto liability of $1 million per accident, and pollution liability of $5 million per occurrence and aggregate. Responses must include supporting technical specifications. Payment follows Florida's Local Government Prompt Payment Act. Questions are due September 9, 2026.
