About this opportunity

The City of Cheyenne, Wyoming is soliciting bids for the Kiwanis Park Trail and Constructed Wetlands Project, a comprehensive park improvement initiative located at the southwest corner of Pershing Boulevard and Whitney Road. The project encompasses construction of new wetlands, installation of approximately two miles of pedestrian gravel trails with interpretive signage, creation of bird blind pads and foundations, ADA accessibility improvements to the existing parking lot, and fencing modifications across a 105-acre site. Key deliverables include Open Water Experience Cells, Upland Wetland Cell, Historic Dry Creek restoration, and extensive reseeding and restoration activities. A non-mandatory pre-bid meeting is scheduled for January 9, 2026, at 9:00 a.m. via Zoom, with a question submission deadline of January 20, 2026, and proposal submissions due on January 28, 2026, at 2:00 p.m. Contractors must be aware of critical work restrictions, specifically a mandatory work stoppage south of the existing fence from May 30th through July 16th annually due to bird nesting season. The project is expected to receive City Council approval on February 23, 2026, with a projected Notice to Proceed by March 2, 2026, and final completion date of December 31, 2026.

The procurement does not appear to have specific set-aside designations for disadvantaged enterprises, though federal funding regulations will apply, including compliance with 2 CFR Part 200 and related federal provisions. Bidders must submit a 5% bid guarantee and successful contractors will be required to provide performance and payment bonds equal to 100% of the contract amount. The project includes 24 line items with a total budget that incorporates a $20,000 force account allowance, with the City reserving the right to reject any or all bids and holding bid proposals for up to 60 days for evaluation. While no incumbent vendors are specified, contractors must meet comprehensive insurance requirements, including $1,000,000 Commercial General Liability, $1,000,000 Business Automobile Liability, and statutory Workers' Compensation coverage. The project will be subject to prevailing wage requirements under the Davis-Bacon Act, with wage rates ranging from $22.55 to $58.83 per hour depending on job classification. Contractors will be responsible for obtaining necessary permits, including a Laramie County Grading Permit with anticipated fees not exceeding $1,400.
