About this opportunity

Savannah Chatham County Public School System (SCCPSS) in Georgia conducted a competitive solicitation for kitchen smallwares to supply the District's School Nutrition Program, with bids due September 27, 2022. The solicitation resulted in a split award to three vendors: Norvel Fixtures & Equipment Co., Inc. (Grovetown, Georgia); 11400, Inc. (Lancaster, Pennsylvania); and Sam Tell and Son, Inc. (Farmingdale, New York).

The scope covers smallwares for school cafeteria operations across 50 school sites. All products must comply with federal and state regulations, USDA Buy American requirements, be trans-fat free, and be whole-grain rich where applicable. Contractors must provide comprehensive product documentation including nutrition labels, ingredient lists, and expiration dates. Deliveries occur approximately 40 weeks during the school year Monday through Friday between 6:30 a.m. and 2:00 p.m., with orders compiled weekly by the School Nutrition Program.

Each awarded vendor operates under an initial contract term from April 7, 2023, through April 6, 2024, with two one-year renewal options available at the District's discretion, subject to Director and Superintendent recommendation and School Board approval. Pricing is established in three-month periods with revised pricing due 30 days before each period ends. The District will not honor fuel surcharges, fixed fee increases, or markup cost increases during the performance period. Price increases above ten percent of the original price require manufacturer documentation and District approval. Contractors must pass all manufacturer rebates and bill-backs to the District within 30 days of receipt and maintain a ninety-day transition period at the same pricing if not renewed.

Contractors must carry $1,000,000 general liability insurance, comply with HACCP requirements and E-Verify registration, maintain five years of records, and submit monthly usage reports and site-specific reporting. The District reserves termination rights for convenience with ten days' notice and for cause including failure to meet specifications, delivery deadlines, or regulatory compliance.
