The school district intends to award a sole-source agreement to one proposer.
The scope encompasses a generator rated at 208/120V, 3-phase, 4-wire configuration with automatic transfer switch (ATS-EMK rated at 150A), kitchen equipment including work tables, cabinets with sliding doors, walk-in freezer with modular remote shelving, convection ovens with gas connectors, reach-in freezers, dual-temperature cabinets, milk coolers, and bun sheet/pan racks. Place of performance is Starr Elementary School, 684 Starr Road, Plainwell, Michigan. Project completion is required by August 28, 2026. The school district acknowledges potential supply-chain delays and will collaborate with the selected vendor on installation timing. The school district participates in the National School Lunch Program and School Breakfast Program, requiring compliance with Buy American provisions for domestic commodities and products to the maximum extent practicable.
Evaluation is weighted as follows: vendor experience and references (15 points), ability to meet project scope and timeline (20 points), fulfillment of equipment specifications (30 points), and contract charges and fees (35 points). Clarification requests are due July 2, 2026. The successful bidder invoices upon project completion with net forty-five payment terms. All proposals must include non-collusion affidavit, debarment certification, HUB certification, and bid bond.
