The contractor must hold a C-16 Fire Protection Contractor License from the California Contractors State License Board or a valid "A" License Type 2 from the Office of the State Fire Marshal — a hard eligibility filter. The scope includes testing, maintenance, and certification of wet chemical pre-engineered automatic fire extinguishing systems at five locations: Benicia Armory, Petaluma Armory, San Rafael Armory, Santa Rosa Armory, and Vallejo Armory. Services are biannual over three years (July 2026 through June 2029), with six scheduled service cycles. Work must comply with California Health and Safety Code sections 13195–13199, California Code of Regulations Title 19, and Title 24. The contractor must self-perform at least 20 percent of the total contract amount and comply with prevailing wage requirements, Drug-Free Workplace certification, and non-discrimination provisions.
The bid must be a single lump sum price for all services across all five locations for the full three-year period, with a required cost breakdown showing individual biannual service charges per location multiplied by six cycles. Insurance requirements are Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per occurrence), and statutory Workers' Compensation with Employers' Liability limits of $1 million. All subcontractors must be properly licensed. Bids must be submitted in physical form to the Office of the Adjutant General in Rancho Cordova. Site visits are optional and may be scheduled with the procurement office.
