About this opportunity
This state and local contract opportunity is issued by the Dallas Area Rapid Transit (DART) Authority for a "KIT, STARTER" procurement, with reference number 2095734. The solicitation was posted on October 10, 2025, with proposals due by October 15, 2025, requiring mandatory registration through the Bonfire platform to access full bid details. Potential vendors must carefully review and comply with specific freight and delivery terms, including FOB Destination shipping requirements and strict delivery timelines. Vendors are expected to submit comprehensive bids that include detailed pricing, with DART emphasizing that failure to meet delivery specifications may result in order rejection or contract termination. The procurement process requires vendors to submit invoices electronically to APInvoices@dart.org, with specific documentation requirements including purchase order number, item details, quantities, unit prices, and extended totals.
While the provided documentation does not explicitly outline specific set-aside designations or vendor restrictions, the purchase order terms indicate certain compliance requirements. Vendors must adhere to equal opportunity employment standards and provide commercial warranties guaranteeing product merchantability and intended use suitability. The terms also include specific legal provisions, such as restrictions on conducting business with entities on terrorist organization lists or those boycotting Israel. Although precise award values are not specified in the available documentation, the procurement follows standard Net 30 payment terms, with invoices to be processed 30 days from receipt. Dallas County, Texas, is established as the legal jurisdiction for any potential disputes, and vendors must be prepared to integrate with DART's existing operational infrastructure while meeting all specified contractual conditions.

DART does not typically accept FOB Origin or Prepay and Add terms. **Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*). **Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (APInvoices@dart.org) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.* **Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
