About this opportunity

The Midpeninsula Regional Open Space District is requesting sealed bids for the Kings Mountain Manzanita Ecosystem Resiliency Project, a vegetation management and ecological restoration initiative spanning approximately 38.54 acres at El Corte de Madera Open Space Preserve in San Mateo County, California, with bids due July 17, 2026 at 1:30 p.m. and a mandatory site walk on June 29, 2026 at 9:00 a.m. at Skeggs Point. This is a prevailing wage project subject to California Labor Code requirements, and bidders must hold a valid California contractor's license in classification C-27 (Landscaping) or C-49 (Tree and Palm Contractor) and be registered with the California Department of Industrial Relations to perform public work.

The scope encompasses selective removal of smaller competing trees and understory vegetation—particularly Douglas-fir, tanoak, and madrone—through hand felling, limbing, bucking, and on-site slash treatment to improve habitat conditions for Kings Mountain manzanita while retaining dominant canopy trees and sensitive habitat features. The project is divided into a Base Bid treatment area and a Deductive Alternate (Eastern Edge) comprising 10.44 acres and 515 labor hours. The combined estimated level of effort is approximately 1,915 vegetation treatment labor hours, with a minimum of two 3-person vegetation treatment crews (six personnel) supported by two Public Information and Safety Coordinators. Work must be completed within 75 calendar days from the Notice to Proceed, with an anticipated start date of September 1, 2026; liquidated damages of $1,500 per day apply for unexcused delay.

The estimated construction cost is $291,000 for the base bid. Bid security of ten percent of the maximum bid amount is required as a cashier's check, certified check, or bid bond. The successful bidder must provide 100% performance and payment bonds and submit valid Certificates of Reported Compliance under the California Air Resources Board's In-Use Off-Road Diesel-Fueled Fleets Regulation if applicable. All subcontractors exceeding one-half of one percent of the total bid price must be listed and registered with DIR. The project is funded in whole or in part by the federal government and subject to Build America, Buy America Act provisions and federal subcontracting requirements, including consideration of small businesses, minority-owned businesses, women-owned businesses, veteran-owned businesses, and labor surplus area firms. Award is anticipated within 60 days after bid opening.

Opportunity text

The project will focus on the selective removal of smaller competing trees and understory vegetation, particularly Douglas-fir, tanoak, and other encroaching woody species, to reduce shading, maintain open habitat structure, improve growing conditions for Kings Mountain manzanita, and enhance overall ecosystem resiliency. The estimated level of effort for the combined Base Bid and Additive Alternate work is approximately 1,915 vegetation treatment labor hours. Work will generally include hand cutting, limbing, and on-site treatment of vegetation while retaining dominant canopy trees, sensitive habitat features, and native forest structure.
