About this opportunity
The City of Shreveport Public Works Department is soliciting bids for Kings Highway improvements—concrete panel replacement, curb and sidewalk work, asphalt overlay, and traffic striping from Centenary Boulevard to Holly Street—with bids due October 27, 2026. Award will be made within 45 calendar days after bid opening to the lowest responsible and responsive bidder.
The scope encompasses excavation, fill and crushed-stone placement, compaction, formwork, concrete panel placement and tie-ins, concrete curb replacements, handicap-accessible ramp replacements or new construction, sidewalk replacements, concrete joint construction, a 1-1/2-inch asphalt overlay, and painted traffic striping with delineators and symbols. The successful bidder must submit a complete subcontractor list within 10 days of bid opening.
The contractor shall furnish all labor, materials, equipment, supplies, and incidentals and maintain a contract bond equal to 100 percent of the contract price. Payment is based on unit prices or lump-sum pay items for work performed and accepted. The contractor guarantees mechanical and electrical equipment, materials, and workmanship for two years after substantial completion on non-federal projects or six months after final completion on federal-aid projects.
A preconstruction conference will establish working understanding and review preliminary schedules. The Notice to Proceed may be issued any time within 30 days after contract execution but no later than 60 days after bid opening or 30 days after contract execution, whichever is earlier. The city reserves the right to reject any or all bids and may change plans, specifications, character of work, or work quantities provided total changes do not exceed 25 percent of contract price; changes exceeding this threshold require written supplemental agreement. The project manual, prepared by Volkert, Inc. and Owen Engineering, LLC, is dated August 28, 2026 and certified by Louisiana PE Clinton C. Patrick (LA License No. 40919).
