About this opportunity

The City of Kingman, Arizona is soliciting sealed bids through Invitation for Bids (IFB) #2025-IFB-015 for the Kingman Municipal Airport Windcones Relocation Project in Mohave County. The project requires qualified vendors to relocate the supplemental windcones of Runway 3-21, which encompasses demolition of existing supplemental windcones, foundations, hand holes, and conductors, followed by installation of new airfield lighting cable, conduit, junction cans, supplemental windcones, and new foundations in new locations. Bidders must be capable of meeting specified minimum delivery dates and quantities, with firm pricing required that includes all applicable Transaction Privilege Tax and sales tax. Selection will be based on overall cost (including shipping and taxes) and the ability to meet delivery dates as specified in the detailed project specifications. A non-mandatory pre-bid meeting is scheduled for May 27, 2025 at 1:00 pm at 7000 Flightline Drive in Kingman, Arizona. Written questions from bidders must be submitted through the OpenGov procurement portal by 12:00 pm Arizona time on Monday, June 2, 2025, with sealed bids due electronically by 11:00 am Arizona time on Tuesday, June 10, 2025, and public bid opening occurring at the same date and time. All bids must include a 10% bid proposal guarantee in the form of an unconditional certified check, cashier's check, or bid bond payable to the City of Kingman and submitted prior to bid closing.

The procurement does not specify set-aside designations for disadvantaged enterprises; however, the City of Kingman's preference purchasing policies provide procedural preferences to resident bidders and vendors offering goods manufactured or produced in Arizona. Bidders must provide proof of not being debarred by the federal government through SAM.gov, maintain all required Federal, State, and local licenses and permits, and those conducting business within Kingman city limits must obtain a City business license. Required documentation includes a New Vendor Application or Vendor Verification Form, W-9 form, proof of current business licenses, references, and detailed subcontractor and materials lists. Bidders must maintain general liability, workers compensation, and professional liability insurance with the City named as additional insured. The project is funded with federal funds, necessitating compliance with additional federal terms and conditions. No specific budget or award value is disclosed in the procurement documents; however, all defective products must be replaced at the bidder's expense, including shipping and transportation costs, and the City reserves the right to waive minor irregularities, reject any or all bids, and re-issue the procurement if deemed in the City's best interest.
